HUD EPC Funding Incentives
Federal regulations allow four types of incentives to fund energy efficiency work. Our experts will help you determine the best method to maximize your HUD funding.

  1. Frozen Rolling Base Incentive - Pre-Construction Utility Consumption Level is Frozen for Life of EPC Project.
  2. Add-on Subsidy - PHA receives annual subsidy for utility costs + debt service for ECM installations. Rolling base average is refreshed annually.
  3. Tenant Paid Utility Subsidy - Rent increases, commensurate with utility cost savings, pay debt service costs for energy project.
  4. Utility Rate Reduction Incentive - PHAs that successfully negotiate utility rate deductions retain > 50% of cost savings for term of contract.
