“This functional area consists of applying the business, financial management, and technical disciplines required to support planning, organizing, staffing, controlling, and leading team efforts in managing acquisition programs such that the result places a capable and supportable system in the hands of the warfighter when and where it is needed, and does so at an affordable price. This functional area represents an integration of a complex system of differing but related functional disciplines that must work together to achieve program goals through development, production, deployment, operations, support, and disposal.”

Johnson Controls has successfully executed and managed large and complex programs. Several large federal government customers AT/FP programs have matching program support requirements as those required by users of the Seaport-e contract.

Johnson Controls has full program management responsibility for the implementation of enhanced security at almost 1,600 FAA facilities throughout the United States and its territorial possessions. Focus of the program is on Anti-Terror/Force Protection through the design and deployment of security equipment with overall installation, integration and commissioning. A dedicated central Program Management Office is supported by three regional program offices operating across the US and its territories. The organizational structure has been proven successful in supporting the FAA in assuring close cooperation with budgets and direction from the Washington, DC headquarters program office, the Regional offices, and the local government site representatives.

As one of four selected contractors, Johnson Controls provides Electronic Security Systems (ESS) to the Army Corps of Engineers, Huntsville for a large array of federal agencies under the ESS IV program. Work has included overall program management responsibility for multiple tasks encompassing complete threat assessment, engineering, design, installation and turnover of security systems including advanced wireless application, sophisticated networks for data capture and transmission, design and deployment of video, IT, and surveillance systems and complete integration, test and turnover of sophisticated integrated security systems (COTS preferred) for ACS, CCTV, IDS, DVRS and physical systems.

Johnson Controls has developed/assisted USN SPAWARS Code 743 in the development of Project Management (PMP), Project Requirements (PR), Risk Management (RMP) and Configuration Management (CMP) Plans. Projects have been managed with processes tailored after the Capability Maturity Model Integration (CMMI).

Johnson Controls regularly manages as many as 50 concurrent system and network expansion project delivery orders, of varying size ($10,000 to over $100,000,000) and complexity (from simple system expansions to new construction facility-wide access control, intrusion detection, intercom and surveillance system installations with multiple vendor security management systems and ACC upgrades) concurrently.
