- Frozen Rolling Base Incentive - Pre-Construction Utility Consumption Level is Frozen for Life of EPC Project.
- Add-on Subsidy - PHA receives annual subsidy for utility costs + debt service for ECM installations. Rolling base average is refreshed annually.
- Tenant Paid Utility Subsidy - Rent increases, commensurate with utility cost savings, pay debt service costs for energy project.
- Utility Rate Reduction Incentive - PHAs that successfully negotiate utility rate deductions retain > 50% of cost savings for term of contract.
