Balancing modernization, resiliency and budget constraints

Serving nearly 2,000 students and more than 150 faculty members across two time zones, Gulf District Schools needed to modernize aging infrastructure, improve energy efficiency and reduce utility costs. Some building systems dated back to the 1960s, and district leaders sought a path forward that could address infrastructure needs while managing budget pressures and supporting long-term resiliency and decarbonization goals.

Creating a roadmap for modernization and resiliency

Gulf District Schools partnered with Johnson Controls to develop a roadmap to resiliency supported by a combination of existing budget resources, performance contracting and $1 million in grant funding.

The project included a full replacement of equipment in the district's central energy plant, including chillers, boilers, towers and pumps, along with HVAC system updates, LED lighting upgrades, water conservation improvements, building envelope enhancements and new temperature controls. In total, $20.45 million in upgrades were completed across seven buildings in 22 months.

“Working with Johnson Controls allowed us to achieve this goal on a tight schedule. We’re excited to continue to partner on several ongoing initiatives across our campus, and we look forward to many years of success."
