Hounslow Council Achieves 50% Carbon Emissions Reduction
Driving decarbonization across public buildings
Impact Highlights
50% reduction in carbon emissions across schools and public buildings
17 million kWh energy saved, equating to over 3,000 tonnes of carbon
£19 million BEIS grant enabled large-scale decarbonization
Aging infrastructure and high carbon footprint
Hounslow Council needed to reduce carbon emissions across its estate to meet its net-zero target by 2030. Schools accounted for 67% of the council’s carbon footprint, and most buildings relied on gas heating systems. Without significant changes, achieving sustainability goals would not be possible. Rising energy costs added further pressure to act quickly.
Energy efficiency and electrification measures
Hounslow Council partnered with Johnson Controls to implement a range of energy-saving measures across 61 properties. Gas boilers were replaced with air source heat pumps, solar panels were installed to generate onsite renewable energy, and lighting systems were upgraded to LEDs. These steps reduced reliance on fossil fuels and improved overall energy efficiency.
“Partnering with Asset+, and later Johnson Controls, has brought benefits to our entire public estate. Cutting emissions by 50% is a huge step towards our net-zero goals.”

Energy Manager, Hounslow Council
Significant carbon and cost savings
Hounslow Council achieved a significant milestone toward its net-zero target by electrifying buildings and integrating renewable technologies. Schools, which previously accounted for two-thirds of the estate’s carbon footprint, now operate with substantially lower emissions.
- 50% reduction in carbon emissions across schools and public buildings
- Over 17 million kWh of energy saved, equating to 3,000 tonnes of carbon
- 50% reduction in energy costs, despite rising utility prices
- Onsite renewable energy and LED upgrades offset increased electricity demand
These outcomes support the UK Public Sector Decarbonisation Scheme and provide a practical example for other councils working to balance sustainability with cost efficiency.
