Delivering consistent cooling performance to support premium tenant experience

Seeking to maintain the premium comfort and service standards of its landmark Dubai properties, Al Fattan Properties partnered with Johnson Controls on a Cooling-as-a-Service (CaaS) agreement. The outcome-based solution eliminated upfront capital investment, transferred performance risk, enabled seamless system upgrades, and delivers continuously optimized cooling performance while reducing operational complexity and enhancing the tenant experience.

Managing cooling performance across complex building operations

Al Fattan Properties delivers high-quality residential environments where consistent tenant comfort is essential. Cooling performance is a key part of maintaining these service standards.

However, optimizing and maintaining cooling systems requires specialized expertise beyond the company’s core focus on property management and operations.

Across Al Fattan Downtown Towers and Skytowers, the company faced several challenges:

  • Address asset deterioration and deferred maintenance risks.
  • Inconsistent cooling impacted tenant comfort and satisfaction.
  • Multiple service providers created operational, billing and collections complexities.
  • Improve cooling performance and plant efficiency while lowering carbon emissions.

These factors made it difficult to maintain consistent performance across the portfolio.

A fully managed Cooling-as-a-Service model with single-point accountability

To address these challenges, Al Fattan Properties partnered with Johnson Controls to implement Cooling-as-a-Service (CaaS).

The solution included upgrades to the cooling infrastructure and introduced a fully managed service model covering system monitoring, performance optimization, and lifecycle management. Leveraging Connected Chillers, OpenBlue Central Utility Plant Optimization and remote diagnostics & reporting, Johnson Controls continuously monitors system health, analyzes performance data, and optimizes plant operations to improve efficiency and reliability. Cooling usage is measured through high-accuracy metering, with tenant billing and collection included as part of the service.

By taking responsibility for system upgrades, ongoing operations, maintenance, monitoring, and performance optimization, Johnson Controls provides a single point of accountability. This approach streamlines coordination and enables Al Fattan to focus on its core property management activities.

“Partnering with Johnson Controls for Cooling-as-a-Service has been transforming for us. They upgraded our equipment, ensured 24/7 operations, handled tenant billing, and removed operational concerns. Now our system is working perfectly without any downtime.”

Continuous cooling performance with simplified operations

With Cooling-as-a-Service in place, Al Fattan stabilized cooling performance across both developments, improving tenant comfort while reducing the complexity of managing multiple service providers. This enabled a more consistent approach to maintaining service standards across its properties.

The model also allowed internal teams to shift focus away from day-to-day system management and toward core property operations, while cooling performance is handled by a specialized partner.

Key outcomes include:

  • Reduce downtime risk, ensuring continuous cooling
  • Reduced risk of breakdowns during peak demand
  • Simplified operations with a single service partner
  • Improved system efficiency and reduced carbon footprint
  • Enhanced tenant satisfaction through consistent comfort

In addition, the model enabled a capital-free upgrade approach for Skytowers, helping preserve asset value while improving long-term system performance.
