ESCO Services: Supporting local government on the path to net zero
Leaders for the Village of Patchogue, New York, wanted to modernize and future-proof infrastructure. They worked with Johnson Controls to develop a roadmap to achieve net zero and renewable energy goals while reducing deferred maintenance and improving community safety. Through a $5.2M performance contract and tax-exempt lease contract (TELP) that included seven facilities and all village roadways, Johnson Controls upgraded street lighting, rooftop and carport solar photovoltaic panels, electric vehicle charging stations, and building controls, with an oil-to-gas conversion at Village Hall and five new rooftop units to safely reopen the historic Village Theatre. These updates have empowered the village to reduce energy consumption and utility costs, improve resident quality of life and save more than $8M in the next 25 years.

ESCO Services: Advancing a university toward net zero
Colorado State University – Pueblo (CSUP) aimed to be Colorado's first 100% solar-powered university, and the first university in the state to reach “net zero electric” efficiency. With our microgrid solution, CSUP has fixed electricity costs for 25 years, backed by a Johnson Controls guarantee with no up-front costs and no negative impact on their borrowing capacity, achieving their desired financial outcome.
Through a power purchase agreement, Johnson Controls ensures a specified amount of solar energy at a set price and efficiently operates the battery storage system. Performance contracts are in place to reduce demand load through upgraded building assets, including new HVAC and lighting, and to actively manage power consumption. Johnson Controls handles operations and maintenance, ensuring system reliability and efficiency for the full term.

Infrastructure as a Service: Increasing certainty for an EV battery manufacturer
The owner of Canada’s first EV battery manufacturing plant, in Windsor, Ontario, leveraged our technical expertise through a 10-year infrastructure as a service (IaaS) partnership. Johnson Controls delivers the design and construction as well as long-term operation, maintenance and lifecycle refresh of the plant’s central utility plant. For a predictable fixed fee, the manufacturer gets guaranteed volumes and quality of chilled water and compressed air to the battery facility, along with the certainty of asset condition guaranteed at the end of term.

- Shifting CapEx to OpEx: Eliminates $90 million in upfront capital and construction costs, shifting these to operational expenses.
- Budget certainty: Fixed cost for chilled water and compressed air over the 10-year period.

Buildings as a Service: Serving a community with modern healthcare
Mackenzie Health, a regional healthcare provider, required a new hospital to serve its growing community. The Vaughan Hospital, a LEED Canada-NC 2019 Silver facility, was constructed through a consortium P3 model. Johnson Controls is responsible for full facility management and building lifecycle management over a 30-year term. Handback provisions ensure that at the end of the term, the asset will be returned to Vaughan with a guaranteed residual value.
